Biography

Commissioner Jean Nicolas Volbert, aged 53, is from Anse Quitor. He attended St Esprit La Ferme and Grand La Fourche Corail Primary Schools and completed his secondary education at Rodrigues College. He joined the police force on 26/01/1989. Being passionate about politics since childhood, he left the police force on 21/01/2017 to go into politics.

He joined the Rodriguan Movement (MR) and with only 19 days to go into his electoral campaign, he ran for the 2017 elections where he was elected second in Region 1 with a difference of 77 votes over his opponent. However, as his party did not win the elections, he acted as a member of the opposition until 2022.

During his term as an opposition MP, he was responsible for the health file and was also a member of the SDG Committee (Sustainable Development Goals) and also the Public Account's Committee.

In 2022, he was again a candidate in the regional elections, but this time as a member of the UPR (Union of the People of Rodrigues) under the banner of the UPR-MIR-MMR Alliance. He was elected at the top of the list in the same region with a massive victory of 824 votes over his opponent.

He was sworn in on 05/03/2022 and appointed Commissioner of Health, Social Security and Fire and Rescue Services. On 01/07/2022 he was also responsible for prisons and reforming institutions. On 06/03/2023 the housing portfolio was added.

Hard-working and visionary by nature and always striving for excellence since the beginning of his mandate as Commissioner, the services under his responsibility have undergone remarkable transformations.

Acheivements

His main achievements as Commissioner for Health & Ors are:

  • The construction of a modern hospital
  • Opening of a Nursing School
  • Opening the Unsorted OPD
  • Renovation of the old laboratory and conversion into a dialysis unit
  • Renovation of the Male Ward
  • Opening of a new Blood Bank
  • Expansion of the hospital’s laboratory
  • Purchase of 7 ambulances, including an all-terrain ambulance and a mortuary van
  • Opening of the Tobacco Cessation Clinic in Mont Lubin
  • Opening of a Child Friendly Dental Clinic at La Ferme
  • Construction of a modern kitchen at La Ferme Area Health Centre
  • The installation of a morgue at La Ferme and Mont Lubin Area Health Centres
  • The purchase of a lot of equipment
  • The construction of an oxygen production plant.
  • Paving of the QEH courtyard.
  • For the first time, the training of fire brigade recruits was done in Rodrigues. Two women joined the fire department for the first time
  • An ambulance was attached to the fire brigade for the first time
